They actually follow primarily direct the Treasury Bonds (10 year). The Federal Reserve comes into play when looking at inflation and job rates, yes, but the actual Federal Reserve rates has an indirect effect on mortgage rates, aka low effect on mortgage rates. Many economists and investors follow the 10 year treasury bonds to forecast mortgage rates. These are managed through two separate entities, as well. Treasury Bonds being through the Treasury/Bureau of Fiscal Service and the rates that we hear more in the media, especially surrounding quarterly Federal Reserve meetings being through The Federal Reserve. This is one of the biggest confusions I see in our industry, but again I feel that's mostly bc of the media headlines we see so much. ...In other words, look more at the 10 year bond/Treasury Bonds rate rather than The Fed rate for mortgage forecasting.
